The Veti, also referred to as the "Ones Who Decree", were an ancient, technologically advanced extraterrestrial civilization. Ten thousand years ago, they subjugated humanity through advanced technologies fueled by the Tempest.[1] Their downfall and disappearance was believed to have resulted from a human rebellion leveraging the same Tempest power.[2] Their reemergence during the Tempest War prompted the Global Defense Force to divert all resources from Tempest research towards ending the conflict against the Tempest Dynasty.[3] The Veti are possibly related to the origin of the Tempest plant itself.[4]
Though humanoid in appearance, biologically the Veti are not related at all to any known species on Earth, but are closely related to the Tempest. It is believed by GDF and Dynasty researchers that the Veti subsist entirely on the Tempest as it is their main source of energy.
The Veti view humanity as a lesser race to enslave, and attack all targets indiscriminately - GDF, Dynasty, and civilians.
The Veti are one of the three factions in Tempest Rising.[5] The Veti are not playable at launch, but are present in the campaigns and will be added as a playable faction in a future update.[6]

Although an ancient civilization, the Veti possess Tempest-based technologies that are considered superior to even that of the GDF and the Tempest Dynasty. They pose an existential threat to modern-day humanity.
- Interstellar travel: The Veti are capable of interstellar travel via World Gates, which they use to summon forward their armies. The Veti have one such colony gateway on the Moon.[7]
- Teleportation: The Veti deploy their structures onto the battlefield via teleportation.[8] Constructs like the Gorgon are capable of instant teleportation in short distances, while the Phantom Artillery and Phantom Turret teleport their explosives to their target.
- Mind control: Through subjugation and "enlightenment", the Veti can bend humans entirely to their will, making them mindless slaves that can be sacrificed.
- Psionics: The Veti appear to have a deep understanding of human behaviour and thought, having enslaved humanity before; they are quick to discern modern human language, military tactics, and technology. The Veti can interfere in human electronics and communications to intimidate GDF and Dynasty forces.
- Hover technology: Some Veti infantry and vehicles, such as the Seeker, Subjugator, and Warden, are capable of levitation, allowing for high manoeuvrability and traversal of uneven terrain. Hovering units do not set off mines and cannot crush nor be crushed.
Society
The writing system of the Veti language consists of sharp, angular glyphs that symbolize their godlike authority, rituals, and otherworldly nature. These symbols are found etched in stone on Veti structures.
Gameplay
The Veti's method of construction, tier advancement, and economy will be different from those of the GDF and Dynasty.[9]
In the GDF and Dynasty campaigns, none of the Veti structures can be captured.

- The Veti are first mentioned in Phantom Fury, a title in 3D Realms' Bombshell series of which Tempest Rising shares the same universe with.
- The Veti are based on ancient creation myths like the Anunnaki, the ancient astronauts theory, and the Vedic manuscripts.[10]
